You can change whenever you want. I try to change my family blog every other month or so. My other blogs don't get changed though...they stay the same. Cutest Blog is free and easy... I agree with wanting to change frequently. I just don't have time to search and change. Good luck and welcome to blogging.
I think you should choose a style or theme and stay within that type of theme for a while so people can get to know you and your words first. You can play with it once a month or so.
